Wrong things in Shrii Adity Mohanty booklet:
industrial policy

As we know, Prout offers a socio-economic formula that will empower all people in all places. And it is our duty to present the teachings of Prout to our greater humanity.

Unfortunately, Mohanty ji could not properly represent Prout teachings:
1. Mohanty writes in his yellow highlighted section above that all personal business holdings and overseas companies will be captured. But this is not correct.
2. Mohanty writes in his green highlighted section above that key industries will be run by the central government. But that is false. According to Prout, key industries should be run by the local government.
3. Mohanty writes in his pink highlighted section above that key industries will run on a minimal profit. But that is wrong. Those key industries should operate on a no-profit / no-loss basis.

Here is Shrii Prabhat Ranjan Sarkar’s teachings on Prout with regards to industry.

Prout philosophy states, "Most key industries should be managed by the local government but they should be guided by the principle of “no profit, no loss”. Most medium-scale industries should be managed as cooperatives, but they should not be guided by monopoly production and profit. The cooperative sector will be the main sector of the economy. Cooperatives are the best means to organize local people independently, guarantee their livelihood and enable them to control their economic welfare. Most small-scale and cottage industries will be in the hands of individual owners. Small-scale industries should be confined mainly to the production of non-essential commodities such as luxury items. Though privately owned, they must maintain adjustment with the cooperative sector to ensure a balanced economy." (1)

Kindly note how Mohanty’s below highlighted lines are bogus and against the teachings of Prout.

आज हम सभी प्रउत व्यवस्था के अंतर्गत *उद्योग नीति* पर चर्चा करते हैं......

*2. उद्योग नीति:* प्रउत व्यवस्था के अनुसार उद्योग-धंधे वहीं स्थापित किये जायेंगे जहाँ कच्चा माल उपलब्ध होगा। इसमें स्थानीय लोगों को काम में लगाया जायेगा। वर्तमान समय में सम्पूर्ण उद्योग-धंधे कुछ ही स्थानों जैसे कानपुर, दिल्ली, मुंबई, अहमदाबाद आदि शहरों में केन्द्रित हो गए हैं, जबकि इन स्थानों पर कोई भी कच्चा माल उपलब्ध नहीं है। इसे बाहर से मंगाया जाता है। इसे लाने और भेजने में पेट्रोल, डीजल आदि दुर्लभ उर्जा संसाधनों का अपव्यय होता है और वस्तुओं का मुल्य भी बढ़ जाता है। रोजगार की तलाश में लोगों की भीड़ इन शहरों में आती है जिस कारण आवसीय समस्या, पर्यावरणीय समस्या, कानून व्यवस्था, यातायात, बिजली, पानी आदि की समस्याओं से शहरवासियों को जूझना पड़ता है।

हमारे देश में मिश्रित अर्थवस्था है। अधिकांश उद्योग-धंधे कुछ व्यक्तियों के हाथों में हैं तथा कुछ सरकारी नियंत्रण में हैं। नई अर्थव्यवस्था, नवीनीकरण, पूँजी निवेश तथा आधुनिकीकरण आदि के नामों और नारों द्वारा इन सार्वजनिक उद्योग-धंधों को बड़ी तेजी से निजी प्रतिष्ठानों तथा विदेशी कम्पनियों को बेचा जा रहा है । उद्योग-धंधों तथा वित्तीय संस्थानों के निजीकरण के कारण न केवल जनता का मनमाने ढंग से शोषण हो रहा है अपितु इससे अन्याय,अत्याचार बढ़ता जा रहा है और राष्ट्रीय एकता,अखंडता एवं संप्रभुता पर भी इससे खतरा मंडरा रहा है।

श्री प्रभात रंजन सरकार जी द्वारा प्रदत्त प्रउत अर्थव्यवस्था के अनुसार निजी क्षेत्रों तथा वैदेशिक संस्थाओं से नियंत्रित सभी उद्योग-धंधों का अधिग्रहण करके निम्न उद्योग नीति का अनुसरण करना होगा :

*(क) मूल उद्योग-धंधे:* मूल उद्योगों जैसे सूत की कताई, पेट्रोलियम पदार्थ, लोहे, सोने, चांदी, कोयले आदि की खुदाई एवं प्रसंस्करण सम्बन्धी उद्योग मूल उद्योग-धंधों में आते हैं। ये उद्योग धंधें वहीं स्थापित किये जायेंगे जहाँ कच्चा माल उपलब्ध होगा। ये बिना लाभ-हानि के चलाये जायेंगे और इनका नियंत्रण केंद्र सरकार के हाथों में रहेगा।

*(ख) बड़े उद्योग-धंधे:* ये उद्योग मूल उद्योगों के उत्पादों का उपयोग कर अन्य आवश्यक वस्तुओं का उत्पादन करेंगे। ये उद्योग बहुत कम लाभ पर चलाये जायेंगे और इनका नियंत्रण स्थानीय सरकार के हाथों में रहेगा। इसमें स्थानीय लोगों को पहले काम दिया जायेगा। प्रउत अर्थव्यवस्था की नीति यह है कि उद्योग-धंधों में स्थानीय लोगों को सबसे पहले रोजगार दिया जाए ताकि कोई भी स्थानीय व्यक्ति बेरोजगार न रहे और सभी स्वाबलंबी हो।

*(ग) कृषि सहायक उद्योग:* कृषि में सहायता करने वाले उद्योग-धंधों जैसे खाद, बीज, दवाएं, तथा कृषि यन्त्र आदि की स्थापना सहकारिता के आधार पर स्थानीय स्तर जैसे गाँव, ब्लॉक तथा जिला स्तर पर किया जायेगा। इनमे भी पूर्वोक्त नीति के अनुसार स्थानीय लोगों को काम में लगाया जायेगा ।

*(घ) कृषि आधारित उद्योग:* ये उद्योग-धन्धे जैसे चीनी, आटा, मैदा, सूजी, चावल, दाल, तेल, बिस्कुट,पावरोटी, जूस, अचार, मुरब्बा, पापड़, चिप्स, दूध के सामान, काग़ज आदि के उद्योग गाँव में या प्रखंड में ही लगाये जायेंगे। ये सभी उद्योग-धंधे सहकारिता के आधार पर संचालित होंगे ताकि गाँव के लोगों को काम मिले।

*(ड•) व्यक्तिगत उद्योग-धंधे:* चाय, पान, मिठाई की दुकान आदि छोटे-मोटे उद्योग-धंधे व्यक्तिगत नियंत्रण में चलाये जायेंगे ।
