I like to point out that since decades no Acarya I know of, except Sarvatmananda, has ever seen the RS guidebook. There may be a DS guidebook as well, but that too seems lost.
The RS guide book seems to contain many passages related to organizational work. That is because Sarvatmananda used this as an argument to declare a state of internal emergency around 2003 in Ananda Nagar during workers meetings held at new year DMS. The argument he gave that time was that there is a provision for it in the RS guide book. Well, nobody was shown the RS guide book ever. It does not exist in the training centers anywhere in the world. It is not talked about, not published, not circulated and not implemented. Hardly anyone even knows that it exists. A Similar case may be said about the DS guide book. In exactly the same hole the BP guidelines will fall. They all remain unpublished till this day. Fake manuals give ample scope for manipulation. I urge you all to get hold of the original books as quick as possible. There was an attempt made years ago to uncover these books, but neither the Hindi group, nor the B Group was ready to show them.
Since decades we have been duped by central authorities about organisational procedures. The same also goes for CC resolutions. Who can look into them? Where exactly are they recorded and why can workers not look into them? Probably because it would become clear that CC does not even follow its own adopted resolutions (all concerning after Baba's departure, what to speak of those records still left from Baba's time directly).
We need an organizational handbook, or else all guidebooks must be made available to all. A Similar case can be made for the ACB guidelines, the national committee (guidelines are found in Carya Carya) and many other organizational guidelines. No group is keen on publishing them since it would bring back the rule of law instead of the rule of cronyism, favoritism and corruption. The role and jurisdiction of ISMUB secretary is also up for grabs depending on whoever gets the post. There are no guarantees. Bhukti committee, regional ACB, Sectorial ACB, all are up for grabs. The sectorial ACB in the west has often been used as a kind of sitting judicative, legislative and executive all in one session. So much injustice has been done to individual workers. The only safeguard were the various departments (PU, SDM, Seva Dal, WWD), where the Chief Secy could use some influence on the Sectorial ACB to fight his or her case. But that was often left to individual dealings as well. There simply was never any justice done. The same can be said about departmental ACB and board. There was hardly ever any departmental board meeting conducted to deal with issues. Baba always stressed the importance of individual responsibility and collective decision-making. Both are needed in a proper organisation.
